Out-Of-Control Absenteeism | Audit Finds Postal Employee ‘Availability’ Slipping; Calls on USPS to Tighten Controls

"...the share of scheduled working hours that they are on the job versus on some type of leave—has declined in recent years, says an inspector general audit that calls on management to tighten time and attendance controls. ...“We found progressive corrective action has not been consistent and sick leave, LWOP, and AWOL hours have generally trended upward

,” the report said. Sick leave hours rose from 47.6 million in 2020 to 51.3 million in 2022...In a sample of 400 regular sick leave occurrences of more than three days, management did not have the required medical documentation for 358, or 90 percent. “Supervisors were not always diligent with obtaining documentation from employees when they used sick leave for more than three days. Supervisors acknowledged that they understand the medical documentation requirement; however, they have not been consistent in requesting or requiring employees to submit documentation ... The IG also called for stronger oversight of the roughly 13,000 employees on the “the Zero Hours Dashboard” who had no work hours for 13 or more pay periods"

Woman fed up with stolen mail sends apple AirTag to herself to catch thief

COVID-19 tests can be ordered through mail for no cost again in late September (tests will detect current virus strains)

Speedy Delivery | Postal worker caught racing Mustang in USPS van, hitting 105 mph

"...According to the traffic report, the van had no plates and the driver appeared to be racing a Ford Mustang.

In the body camera video, the deputy goes on to say, “Yeah. I mean, that Mustang took off. He caught my attention, and then you blew by him, and I was pacing you at like 105.”

Court records identified the driver as Drew Brown, 28. She told officials she worked for the Fremont post office.

Brown waived the case, which is now closed, and paid a $50 fine for the traffic violation after receiving a verbal warning for racing.

A spokesperson for the USPS shared the following statement: “Drew Brown is an employee. It is under investigation and as a matter of policy, we are unable to comment further on a specific individual personnel matter.”..."

How is PSHB different from FEHB?

For example, if a postal annuitant who is required to be enrolled in Medicare Part B is not enrolled or disenrolls, they are no longer eligible to be enrolled in the PSHB Program. To meet this requirement, OPM must routinely accept and integrate Medicare eligibility information for enrollees and confirm PSHB Program eligibility (including exceptions to the Medicare Part B requirement) with a number of stakeholder agencies, including exchanging data with the Social Security Administration (SSA), Department of Veterans Affairs (VA), Department of Labor Office of Workers Compensation (DOL), OPM Retirement Services (RS), and, of course, USPS. This integration is unique among employer-based health insurance programs."

Postal Service Health Benefits (PSHB) Program Special Enrollment Period (SEP)
