APWU | Tax Information Regarding Temporary Federal Tax Deductions for Qualified Overtime Compensation

"...The Postal Service recently notified the APWU that they will be sending a letter to employees regarding the tax deduction for the premium portion of Fair Labor Standards Act (FLSA) overtime that some employees may be eligible to take under the One Big Beautiful Bill Act (OBBBA).

The letter explains what portion of overtime an employee was paid in 2025 qualifies for the deduction. Overtime payments are usually larger under the National Agreement than what is required by the FLSA, so not all overtime payments qualify for the deduction. ..."

APWU | Award on Appeal Date for Dispute Over Contract Postal Units

"...In a recent national arbitration award, Arbitrator Linda Byars rejected management’s claim that our dispute over Contract Postal Units wasn’t required to be placed on the national arbitration docket using the date the original grievance was appealed in accordance with the parties’ 2004 MOU “Re: Review of Pre-1998 Grievances Referred or Appealed to the National Level.” She specifically ruled that the grievance should be placed on the national arbitration docket with the original appeal date of March 16, 1995, rather than the date of our subsequent appeal to arbitration involving the same grievance. ..."

APWU Speaks Out Against Proposed Future USPS Pension Proposals

Congress Moves to Gut Postal and Federal Pensions — APWU Calls for Immediate Action!

"...The retirement cuts would have devastating implications for APWU members, including:

Eliminating the FERS Social Security supplement, which allows workers who have earned their retirement the ability to retire before their Social Security benefits begin;
Increasing the FERS annuity contribution rates for all active employees to 4.4%;
Replacing the High-3 FERS annuity calculation with a High-5 calculation, resulting in a reduction in annuity payments.

Also included in the passed were egregious attacks on federal employees, such as:

Charging a filing fee for Merit Systems Protection Board Claims and Appeals, and
Forcing new hires in the federal workforce to choose between at-will employment or paying an increased FERS contribution rate of 9.4%. While this specific proposal does not currently apply to postal workers, it is a dangerous change to eliminate job security and protections from government service.

APWU | Updates to USPS Eagle Clean (e4776) Pilot Program in the Maintenance Craft

"...As reported during the recent Maintenance Division Conference in Detroit, MI and the previous Conference in National Harbor, MD, the Postal Service notified the APWU of its intent to pilot the Eagle Clean (e4776) program on May 30, 2023. The Postal Service’s reasoning behind the pilot program was to evaluate the efficiency and effectiveness of completing and submitting the PS Form 4776 using a Mobile Delivery Device scanner (MDD). Custodians would utilize the MDD scanner daily to record the time spent working on various custodial tasks. Once completed, the data would be reviewed by the supervisor and uploaded to be stored on the Retail and Delivery Application Recording platform (RADAR). The pilot program officially began on July 1, 2023, in five facilities in Maryland, and expanded shortly thereafter to facilities in Lexington, KY and Tampa, FL..."

'It's the worst we've ever seen': USPS Union speaks out about dire Wichita mail backlog

"...Christine Pruitt, Vice President of the local American Postal Workers Union, decided to visit the Wichita mail distribution center after receiving endless complaints from the 250-plus workers she represents there. "I wanted to see it for myself. ...Pruitt says she found the warehouse packed with pallets of mail stacked to the ceiling, overflowing into walkways, untouched for days, sometimes weeks at a time. She says she was particularly disturbed when she heard a weird sound coming from one of the aisles. "There were live chicks in this container in the aisle," said Pruitt. "If we hold them the extra day, they die. They can't survive without being delivered.""

Arbitrator cancels excessing of clerks at spoke offices of Utica S&DC

"The APWU has won a grievance concerning the implementation of the Sorting & Delivery Center in Utica, New York. Describing management’s position as “plainly illogical and self-contradictory,” the arbitrator has canceled all current and future excessing at the “spoke” post offices for the Utica S&DC. The clerks who had been excessed will be returned to their positions and post offices. The ruling is here...."

"...Over the weekend it became apparent that an issue with the implementation had occurred when PSEs began reporting that the additional $0.50 was not included in their pay. Today, June 21, 2022, the Postal Service acknowledged the $0.50 was not included. The Postal Service acknowledged that they made an error, but management has not identified what caused the error or when it will be added to the hourly pay of the PSEs...."

Remembering President Emeritus William Burrus

He was the first African-American to be elected president of any national union in direct balloting by the membership. "...“I believe the decision to resume plant closures is a purposeful attack by the Postmaster General, who is retaliating because he could not get five-day delivery. He’s also frustrated by the union’s powerful campaign against the deal between the USPS and Staples,” Szeredy said.

Ignoring the Possibilities

The Postal Service claims the plant closures will generate $750 million in annual savings. “Yet he is ignoring a report by the USPS Office of Inspector General that says the Postal Service could generate $9 billion by offering basic financial services without any cuts to traditional postal service,” Szeredy said. “Something is wrong with this mentality.”

“The Postmaster General also neglects to mention that the USPS earned a profit from operations in fiscal year 2013 and in the first two quarters of 2014,” she added.

Donahoe claims that there have been steep declines in first-class mail, Szeredy pointed out, “yet he fails to tell the public that the USPS has already given away 60 percent of first-class mail processing to Pitney Bowes and other pre-mail sort houses.”..."
