Work Hours Reduction Far Greater Than Mail Volume Decline

Parcel shipping: USPS reports fiscal first quarter loss of $297 million

"...fiscal 2009, USPS said it reduced work hours for the first quarter by more than 28 million, or the equivalent of 15,800 full-time employees. Work-hour reductions are being achieved through continued efficiency improvements and matching workloads to lower mail volumes, and in many categories, the USPS said it has gone beyond savings attributable only to lower volumes. As an example it cited how first quarter volumes declined 8.9 percent, while mail processing hours were driven down by more than 14 percent...."

The workshare-discount charade pretends that the cost that would be incurred by the Postal Service is forgiven if the work is performed prior to depositing it in the mail stream.

But the union’s secretaries affixed a barcode to my letters, and they entered the USPS mail processing system without any responsibility by the Postal Service to perform any sorting other than the walk sequence of the letter carrier. The cost of the work that the APWU secretaries performed is not 10.5 cents, the discount afforded large mailers; it is zero...."
