Work-hour reductions are being achieved through continued efficiency improvements and matching workloads to lower mail volumes, and in many categories, the USPS said it has gone beyond savings attributable only to lower volumes. As an example it cited how first quarter volumes declined 8.9 percent, while mail processing hours were driven down by more than 14 percent...."
