What is NCED? NCED is an acronym for the National Center for Employee Development which is a training and conference facility, centrally located in Norman, Oklahoma. The website explains it as the "main NCED campus at NCED is a 72-acre, postal-owned site at 24th and Imhoff Road in Norman, Oklahoma. Although the Postal Service is still NCED's biggest customer, whose employees attend job skills and information training, we also welcome other businesses and groups."
