St. Johns County man says getting mail means making a 40-mile round-trip

"...said he learned that delivery wouldn’t begin until a certain percentage of the more than 30 home lots were occupied. Mogle is the second homeowner to buy and occupy a property. Because of the Postal Service’s occupancy rule, he had to go to a location in Jacksonville to pick up his mail, he said. “I know what’s right and what’s wrong, and this is totally wrong. ... The post office is supposed to deliver my mail, period,” Mogle said..."
